This important Fourth Global Congress is being hosted by the WCO and Dubai Customs. The conference aims at putting concepts of corruption from the social sciences in a historical perspective. Thereby it attemps to inaugurate a dialogue between current juridical, sociological, politological and economic research into corruption on the one hand and historical studies in corruption on the other. The main objective is an interdisciplinary pooling, joint reformulation and examination of definitions and models of corruption across the disciplines. These debates as well as the theoretical, analytical and empirical investigations are situated within the framework of two key models: one refers to the possible functionality of corruption mechanims, in that the latter may have been conducive to social progress and may have enhanced the integration of particular groups; the other model is based on the assumption of the inherent dysfunctionality of corruption and therefore suggests its strict criminalisation and banning from social interaction. The final discussion is supposed to illuminate, to what extent the grey zone between legality and illegality or the borderline, beyond which certain practices are labelled as corrupt in the first place, can satisfactorily be captured in a more general model.

This 2008 Berlin Conference will be the eighth event in the series of annual European Conferences on the Human Dimensions of Global Environmental Change, and the first International Conference of the Social-Ecological Research Programme. It particularly targets at bringing together trandisciplinary research results on long-term policies from various fields. The Carter Center international conference on The Right to Public Information will reflect on the successes and lessons learned over the past decade in the access to public information (ATI) field and consider the emerging issues. The United Nations General Assembly designated 22 March of each year as the World Day for Water by adopting a resolution.This world day for water was to be observed starting in 1993, in conformity with the recommendations of the United Nations Conference on Environment and Development contained in chapter 18 (Fresh Water Resources) of Agenda 21.

IIR’s series of fraud conferences have established themselves as the must attend events for fraud fighters with topical streams, expert speakers and practical case studies. This tradition is continued with the 2008 Fraud Europe conference in Brussels which features presentations from Europol, Eurojust, Eurostar, the Fraud Advisory Panel and many more.

Fraud Europe features presentations on attack methods, recent fraud trends, the latest thinking on loss prevention, risk management and information security, plus updates on the legal implications of investigations, whilst introducing strategies for enhancing cooperation across Europe.

This workshop is meant to be a forum open to both academics and practitioners in the field of anti-corruption/fraud in Europe and abroad, where first-hand experiences and knowledge of the role, powers and activities of anti-corruption agencies (ACAs) can be exchanged with a view to further integrated initiatives and policy research. The event is meant to assess ways of empowering ACAs based on a three-pronged strategy:

• to promote the idea that institutional empowerment can be achieved through successful statutory reforms, sound management and agenda-setting strategies, and inter-institutional coalition-building;
• to discuss different ways of strengthening ACAs’ repressive capacity by closing the sophistication gap, devising and managing successful systems of complaints, conducting regular risk assessments, and building lasting and reliable intersectoral cooperation (coalition building);
• to assist ACAs building a preventive capacity.

This specialist event will focus on Development of Trade Finance in Ukraine and CIS countries with presentations on: development of trade finance and factoring in Ukraine; support for international and intra-regional trade and co-financing with the EBRD.

This Annual Plenary will bring to a close the second year of activities of the OECD Global Forum on Development. Participants will also be asked to share their views on how ownership should be addressed at the Third High-Level Forum on Aid Effectiveness (Accra, 2-4 September 2008).

A lecture by Benjamin W. Heineman
Ben Heineman is a powerful voice in the areas of global governance and corporate social responsibility. He is Senior Counsel at WilmerHale and former Senior Vice President and General Counsel for General Electric as well as a senior fellow at Harvard University. Mr. Heineman is a leading expert who writes and conducts research on a wide variety of public and private sector issues, including the global anti-corruption movement, corporate citizenship and social responsibility, corporate governance, corporations and public policy.

Press conference will be held to launch the study on Corruption risks in the Business Sector. The study is a second part of the National Integrity System Country Study launched in December 2007. Fair Play” teams of Transparency International Hungary is taking part in a Marathon Relay on 8th June 2008 in order to attract attention to the results of the study on corruption in the business sector and the negative impact of corruption on competitiveness. The CIVICUS World Assembly is a forum for international civil society representatives to get together, exchange ideas, experiences and build strategies for a just world.

The overall theme of the 8th World Assembly will be Acting Together for a Just World, with a focus theme of People, Participation and Power.

People, Participation and Power involves people coming together to access, engage and participate in the various spheres of governance at the local, national and international levels. Corruption affects all aspects of the water sector, from water resources management to drinking water services, irrigation and hydropower. In this timely report, scholars and professionals document the impact of corruption in the sector, with case studies from all around the world offering practical suggestions for reform.

The intensive advanced course held by the CEU summer university addresses critically the challenges of integrity reform and strategic corruption control. Drawing on interdisciplinary academic perspectives and lessons learned from practice, this course represents one of the few targeted, applied and yet conceptually grounded efforts currently available internationally for the analysis of corruption and anti-corruption. Topics covered include cross-cutting issues such as definitions, measurements and research methodology, and also distinct areas such as access to information, fiscal transparency, and risk assessment and management.
This SUN course will include intensive Policy Labs devoted to the in-depth analysis of some of these issues that will allow for further specialization and expert discussion in a small group format.

The annual programme "The Economics of Corruption - A University Training in Good Governance and Reform" offers training in anti-corruption for practitioners, researchers and students. Interactive tools such as games, poster presentations and case studies involve participants and make them acquainted with today's challenges. Prof. Johann Graf Lambsdorff and his team have spearheaded models for reform that seek to effectively contain corruption while minimising the adverse effects of penalties and regulation. This international course is the kick-off event for a Master's Program at the University of Passau. Students who enroll in the Master in International Economics and Business can pick a focus in "Governance, Institutions and Anti-corruption".

Anti-corruption enforcement around the globe is continuing to heat up. The US currently has 50 investigations under way and in Europe there are now more than a 100. This increased focus has added to the urgency for many companies to get their anti-corruption, compliance and ethics programmes working effectively.

For years, research at the Institute of Management has focussed on Corporate Governance (CG). ISAR’s annual sessions are among the largest expert meetings hosted by UNCTAD, and serve as a focal point within the UN system for issues of corporate transparency and accounting.

Beacon brings the extremely successful conference in Hong Kong to Dubai, and it will be more focused on the Middle East markets. The conference will tackle similar issues for the burgeoning Gulf region, but will focus more on how to build a culture of Ethics and devolve this through the organisation, with special attention being paid to anti-corruption compliance.

Fighting against corruption and promoting gender equality are vital forces when it comes to effectivity of development cooperation.
The aim of the workshop is to overcome the debate on whether women are more affected by corruption then men, or whether women might be less corrupt then men. Rather, the workshop intends to open avenues for effectively integrating gender-related aspects into anti-corruption efforts and vice-versa. Results are expected to be fed back into the practice of development cooperation and into relevant international processes such as the UNCAC working groups.

As the financial trail of terrorism and corruption continues to make headlines across Europe, this year’s agenda addresses challenging AML/CFT issues head-on via interactive sessions from which attendees will take away practical, real-world solutions. The event will gather renowned speakers who represents organisations on the front lines of anti-money laundering and counter terrorism, such as ABN AMRO, the FBI, Société Générale, Zurich Financial, Credit Suisse and BNP Paribas. In general sessions, seminars, workshops and roundtables, these experts will field questions and face off with fellow experts on all the critical AML issues facing the world in general and Europe specifically.

The Conference will bring together parliamentarians from around the world to focus on the role of parliamentarians in the UN Convention Against Corruption (UNCAC) and its effective implementation and oversight.

Key Objectives:

• Follow up on the resolutions passed in the last GOPAC Global Conference with a look to approve a continuing plan of action for GOPAC and its chapters working with other organizations interested in fighting corruption.
• Provide a valuable learning event for parliamentarians by linking peers and experts, and establish an agenda for action.
• Showcase the considerable success of ARPAC, but also comparable work in other GOPAC regions.

The 5th Annual European Economic Crime Conference is part of the 11th Euro Finance Week and will be held in Frankfurt on 19 November 2008. This Public Private Partnership is expected to generate a new dynamic for the conference and thus lead to fruitful discussion. This approach will also add an extra dimension to the interaction between law enforcement and regulatory authorities on the one hand and the financial sector on the other.

Launched in 2000, the Integrity Awards honour the bravery of individuals and organisations around the globe whose efforts are making a distinct difference in curbing corruption. The programme's goal is to give greater recognition to the efforts of journalists, civil society activists, government and corporate whistleblowers who work to investigate and unmask corruption, often at great personal risk.

The Anti-Corruption compliance conference takes place in Toronto on 11-12 December 2008 and focuses on "Preventing and detecting improper business transactions in the face of increased global enforcement".
