The programme seeks to improve delivery in basic services in three key sectors (education, health and water) by empowering civil society to advocate for improved transparency and accountability in the management of financial resources in these sectors. Working closely with TI’s Africa and Middle East Department, participating TI national chapters and external (national and international) consultants, the senior research coordinator will be responsible for overseeing the design, implementation and analysis of public sector service delivery surveys on education, health and water in participating African countries (Cameroon, Ghana, Kenya, Nigeria, Senegal, South Africa, Uganda and Zambia).

Key responsibilities:
Management of the survey research conducted as part of the TISDA project, including
- Overseeing the effective and timely implementation of the survey research component of the TISDA project
- Hiring and managing technical consultants on the design of high-quality public service delivery surveys in the education, health and water sectors
- Providing effective training, quality control and trouble-shooting advice to national researchers in the implementation and analysis of these surveys
- Providing support to participating TI national chapters to ensure they develop a comprehensive understanding of the survey methodology and tools
- Taking the lead in conducting a comparative analysis of survey results across countries and sectors
- Ensuring the effective integration of survey research results into the overall TISDA project outputs
- Carry out a thorough review of the survey methodology and tools used to advise on lessons learned, best practice, and impact achieved
- Promoting the resulting survey research tools and findings across the TI movement and among other researchers and governance practitioners
- Advising other members of the TI movement on research design and survey issues, as appropriate
Knowledge, Expertise and Skills:
- Advanced university degree in the social sciences
- Minimum 7 years of relevant professional work experience
- Extensive hands-on knowledge in quantitative social research, particularly participatory survey design, implementation and data analysis
- Significant experience in coordinating social research projects, preferably multi-country comparative projects in sub-Saharan Africa
- Experience in providing training and quality control in survey research methodologies
- Experience managing a group of researchers and/or consultants
- Extensive knowledge of public service delivery and related governance issues
- Prior knowledge of the water, health and/or education sectors, in particular in Sub-Saharan Africa, desirable
- Fluency in written and spoken English; French is desirable
- Extensive knowledge of MS-Office, quantitative data analysis packages (SPSS, STATA or SAS), online communications and related applications.

The AFME Department is currently coordinating a number of regional programmes in both sub-regions, implemented by TI national chapters (NC) and local partner organisations and focused on increasing the understanding of the negative impact of corruption on political processes and sustainable development, building anti-corruption momentum and capacity, and providing local stakeholders with practical tools to themselves become active in the fight against corruption.
The Senior Programme Coordinator (SPC) will – as part of a team of five – facilitate implementation of a new regional programme on promoting greater transparency in the management of resources in the education, health and water sectors in sub-Saharan Africa (“Transparency in Service Delivery in Africa” – TISDA). Providing technical support to chapters working on the health sector under the TISDA programme (Uganda and Zambia), s/he will also act as the TI-S focal point on corruption in the health sector on which s/he will seek to increasingly engage other TI chapters and partners.
In addition, the SPC will be responsible for providing overall support to and helping build the capacity of other TI chapters and partners in the region in line with TI’s global and regional strategic frameworks, as well as to ensure regional learning and information exchange. S/he will actively support national chapters in his/her area of responsibility on overall operational and programme management and governance capacity building. S/he will also be expected to actively engage with other (external) stakeholders, building new partnerships and ensuring the value-added of TI’s work. Other tasks in support of the work of the department will be as directed by the line manager.
Main function:
- Coordinate implementation of national chapter work on corruption in the health sector in sub-Saharan Africa and beyond under the TISDA programme (60% of time);

- Identify new challenges and opportunities for fighting corruption with new partners and potential national Chapters, and negotiate those partnerships
TISDA programme management and coordination:
- In close cooperation with participating chapters, develop national implementation plans and budgets as well as individual sub-contracts
- Design and implement practical programme management tools (such as reporting formats); monitor programme implementation and expenditure and coordinate national chapter contributions to the overall narrative and financial reporting on the programme to the donor
- Coordinate closely with the other TISDA programme staff to ensure coherence in programme implementation
- Provide regular updates to the Programme Manager (PM) on implementation of the programme and alert the PM to any issues requiring his/her attention and/or a revision of the original programme implementation plan
TISDA technical survey and assessment work (corruption in the health sector):
- In liaison with TI’s policy and research department, help design methodologies for implementation of user (household) and provider surveys to collect data on corruption in the health sector; identify and coordinate external consultants as necessary
- Ensure national chapters are provided with the required technical capacity by facilitating sectoral support by specialist consultants and/or regional training workshops
- Support national chapters in developing national risk maps and assessment reports and in building local partnerships and targeted advocacy messages
- Act as TI-S focal point on corruption in the health sector, building up sector-specific expertise and seeking to increasingly engage also other NC in this area of work
TISDA Operational and organisational capacity building:
- Assist national chapters in implementing the programme by providing advice and support on organisational management and governance issues as well as fundraising, also by acting as focal point for liaison with other TI departments as well as through regular chapter visits
- Facilitate internships by national chapter staff or representatives at TI-S
- Provide other general support to national chapters participating in the programme, for example during re-accreditation review processes
Regional advocacy:
- Identify strategic opportunities for regional advocacy that help mobilise new and larger audiences, and stimulate the establishment of new and strategic partnerships and coalitions
- In close cooperation with national chapters, as well as the TI global programmes and communication departments, identify powerful and substantiated TI policy positions and common advocacy messages on the need for transparency and integrity in the region
- Represent TI at public events, including presenting short speeches / briefings or preparing them for other TI representatives
- Advocate for TI Chapters’ anti-corruption work in Africa with governments, regional intergovernmental bodies, international and regional organisations, private sector and other pertinent stakeholders
- Respond to enquiries from members of the public, international organisations, etc;
- Identify media opportunities relating to TI’s work in the region, draft press releases, respond to media enquiries, and explore with national chapters a regional communications strategy
Broader TI Secretariat work:

In addition, the PC will actively assist the AFME department in supporting national chapters in the region on building their capacity on overall operational and programme management as well as on governance matters. Other tasks in support of the work of the department will be as directed by the line manager as each department members is expected to provide, in addition to project-specific work, overall support to the work of national chapters in his/her area of responsibility; contribute to the work and planning of the department; and participate actively in other initiatives coming from the TI Secretariat such as inter-departmental working groups on cross-cutting issues including TI’s global priorities.
Main function:

As a member of the Africa and Middle East Department, the Programme Coordinators will be responsible for the following tasks:
AFME ALAC programme management and coordination:
- Together with participating chapters, develop national implementation plans and budgets as well as individual sub-contracts
- Assist national chapters in implementation throughout the 3-year programme period and ensure a regional “ALAC network” is built to widely share and institutionalise best practice and lessons learned
- Coordinate closely with the TI ALAC programme manager to ensure quality control of the programme and exchange of information with ALAC existing in other countries / regions
- Design and implement practical programme management tools (such as reporting formats); monitor programme implementation and expenditure and coordinate national chapter contributions to the overall narrative and financial reporting on the programme to the donors

- Support national chapters in building local partnerships and targeted advocacy messages
- Liaise closely with other AFME programme coordinators on by providing advice and support to participating chapters on organisational management and governance issues as well as fundraising, acting as focal point for liaison with other TI departments and supporting chapters through direct visits as required

The position of Assistant Programme Coordinator (APC) has been created to assist the department in implementing a new regional programme on promoting greater transparency in the management of resources in the education, health and water sectors in sub-Saharan Africa (“Transparency in Service Delivery in Africa” – TISDA).
As part of the project team, the APC will work closely with the Programme Manager and the three programme coordinators on the administrative coordination of the programme, including financial and narrative reporting. The APC will also be responsible for logistical support including organising project-related travel of TI-S staff, national chapter representatives and consultants working on the programme, and for organising workshops, press conferences, and other regional events. The APC will also be expected to provide general support to some of the chapters participating in the programme, or carry out others tasks in support of the work of the department as directed by his/her line manager.

Under the overall supervision of the Programme Manager and working closely with the TISDA programme coordinators, the Assistant Programme Coordinator will:
- Assist programme coordinators with narrative and financial reporting on the programme, in particular by helping design and implement practical programme management tools (such as reporting formats) and ensuring timely submission of reports by participating national chapters
- Organise project-related travel by TI-S staff, chapter representatives or consultants working on the TISDA programme (arrange flight bookings and accommodation, per diem payments, travel reporting etc)
- In close coordination with national chapters in the countries concerned, organise project-related workshops, training and capacity building events;
- Facilitate chapter-to-chapter support by helping organise exchange visits
- Help organise internships by national chapter staff or representatives at TI-S
- Help organise project-related media events (in the region or at TI-S)
- Contribute to raising awareness about the programme and assist in handling external enquiries in particular by maintaining up-to-date external information formats and information provided on the TI website
- Provide other general support to national chapters participating in the programme, for example during re-accreditation review processes
- Assist the Africa and Middle East Department on other tasks as directed by the Programme Manager
Knowledge, experience and skills:
- University degree in relevant field
- At least one year of relevant work experience (in NGOs, international organizations, including through internships)
- Excellent communication skills
- Strong administrative skills, including full range of Microsoft Word applications
- Some experience in project management (including reporting and donor liaison)
- Highly developed team work and intercultural skills
- Flexible and service-oriented
- Fluency in English and French (written and spoken)
- Knowledge of or keen interest in the sub-region
- Commitment to social justice, civil society anti-corruption work, and TI Principles and Values

Key responsibilities:
- With the Director of Communications, develop and implement TI’s publications policy and strategy within the framework of TI’s Strategy 2010
- Manage the evolution and timely maintenance of the website; measuring and improving its performance and undertaking its redesign in the next 12 months
- Supervise the web team, working closely with staff inside and outside the Communications Department to ensure relevance, consistency, timeliness and accuracy of all TI-Secretariat online material and extranet
- Provide support to TI National Chapters for the development of their national website
- Manage TI Secretariat print publications from inception to distribution, ensuring publications (print and online) match corporate and communications strategies
- Develop proposals for and supervise production of new and relevant print and web publications that address targeted audiences
- Ensure consistency of TI’s brand and messages across print and web publications
- Create and implement dissemination and communications strategies for the website and print publications
- Develop and maintain internal TI style guide
Knowledge, experience and skills:
- Masters degree or equivalent experience in communications or other relevant discipline
- Minimum of five years’ experience managing a web and a publications team and/or in publications management in the business, public or not for profit sector
- Experience in managing the redesign of a corporate website
- Strong knowledge of strategic communications planning
- Strong knowledge of Internet technologies and processes
- Good knowledge of web 2.0
- Excellent copy-writing and editing skills and demonstrated ability to translate complicated ideas into simple terms for a broad audience
- Excellent oral and written communications in English. Knowledge of a second language would be a definite advantage
- Creative and dynamic self starter, a broad thinker able to achieve results in a tight resource environment
- Highly motivated, comfortable taking initiative and able to work against deadlines with minimum supervision
